Motorcycle accidents are a significant concern in the municipality of Claveria. To assess the effectiveness of the Motorcycle Helmet Act (R.A. 10054) in improving road safety, we conducted a comprehensive survey. The survey aimed to gather insights from the residents regarding their compliance with wearing helmets, their observations of motorcycle accidents, and their opinions on the impact and effectiveness of the legislation.
The survey covered various aspects, including the ownership of motorcycles, frequency of wearing helmets, reasons for non-compliance, causes of accidents, awareness of penalties, satisfaction with road safety, and suggestions for enhancement measures.
Out of the respondents, 85% were Claveria residents, and 72% owned motorcycles. However, only 56% reported always wearing helmets while riding. The most common reasons for not wearing helmets were a discomfort and high costs.
Interestingly, 68% of the respondents had witnessed motorcycle accidents in Claveria, and they attributed the main causes to speeding, drunk driving, and lack of helmet use. Other factors like poor road conditions and inexperienced drivers were also mentioned.
Regarding the effectiveness of the Motorcycle Helmet Act, 65% of the respondents believed that it had improved road safety, while 25% were unsure. However, awareness of the specific penalties outlined in R.A. 10054 was relatively low, with only 42% reporting knowledge of the consequences for not wearing a helmet.
Opinions varied when asked if the penalties were sufficient to enforce compliance. 45% of the respondents thought they were adequate, 30% disagreed, and 25% were unsure. Suggestions for alternative measures included increased fines and community education programs.
While the Motorcycle Helmet Act was deemed somewhat effective in promoting helmet use, there were suggestions for additional measures like stricter enforcement, subsidizing helmets, and enhancing public education. Overall, many respondents expressed satisfaction with the level of road safety, but also recognized the need for continuous improvement.
